ROME, ITALY / RankWire.AI / – Italy has designated €1.55 billion for 59 water infrastructure initiatives across 17 regions through its national recovery strategy. The Ministry of Infrastructure and Transport finalized the full distribution in under four months. This funding encompasses aqueducts, water systems, and related infrastructure aimed at enhancing safety, efficiency, and reliability. The initiative broadens investment in a sector under ongoing strain from water losses, droughts, and infrastructure upgrades needed nationwide.

Southern Italy will benefit from approximately €830 million, representing 53% of the total funds, surpassing the 40% minimum allocation for southern regions set by the recovery plan. Beneficiaries will contribute around €683 million in supplementary financing alongside public funds. Collectively, these sources push the total program investment to over €2.2 billion. The projects are focused on upgrades designed to optimize water management and reinforce infrastructure supporting communities and economic activities.
Funding is channeled through SFNIISSI, Italy’s national financing instrument dedicated to infrastructure investment and water-sector security. The government established this instrument in February 2026 under the country’s PNRR recovery framework. Invitalia oversees applications, grant distribution, and monitoring according to an agreement signed in April. The fund initially contained €1 billion from NextGenerationEU resources, and in August, the government added €576 million for water projects as part of a broader revision of recovery-plan spending.
Funds aim to enhance efficiency, safety, and reduce network losses
The water fund supports Italian companies and public entities involved in managing water resources. Grants can finance up to 90% of eligible costs for efficiency and safety improvements, with support reaching 85% for projects targeting water loss reduction through digital technology. Applications opened on May 6 and closed on June 8 after officials extended the original deadline. The program emphasizes infrastructure upgrades that improve water usage, network performance, and system resilience.
The fund was designed to back projects already identified within the national water infrastructure plan and other priority works. The allocation includes resources for aqueducts, distribution networks, and systems aimed at enhancing water supply security. The completion of distribution followed evaluations of applications submitted during the spring funding window. The additional beneficiary financing increases the investment scale beyond the public contribution alone, with the total reaching over €2.2 billion, combining government resources and project co-financing.
Program builds on prior PNRR water initiatives
This latest funding follows previous PNRR investments in key water infrastructure. By July, Italy had finalized 48 water systems under another recovery-plan measure, surpassing the target of 45, including 37 classified as complex. Authorities also reported 79 individual interventions completed by 52 implementing bodies. About €1 billion in PNRR funds financed 124 projects across reservoirs and water-supply systems for drinking water, irrigation, and mixed uses throughout the country.
Among the 48 completed systems reported in July, 25 primarily serve irrigation, 20 support drinking-water supply, and three are for mixed uses. Italy has also allocated more than €6 billion for water-sector projects through its broader infrastructure framework. The new €1.55 billion allocation adds another 59 projects to this national effort. With all resources now allocated under the expanded fund, the program has progressed from application and award stages toward the implementation of approved water infrastructure projects.
